This Cathotic Missionary had with his money to be construction of the church and convent in these two towns and if the amount is not enough the instruction said, the inhabitants of the place would contribute until the projects were finished.
As the inhabitants of these proposed towns were pagans, the instructions further stated that only that followed the commandments of God would be allowed to live in these towns. Those of other places who choose to live in these towns be allowed to stay provided they followed the commandments of God but they were not allowed to hold public office. The inhabitants who broke the commandments of God would arrest and their wealth and holdings confiscated.
The regions, which comprised the towns of Jamindan and Tipic, included the present territories of the municipalities of Jamindan, Mambusao and Sigma. In the year 1782 the town of Mambusao was founded by Datu Felipe Monahan who became the first Gobernadorcillo.
The territory now under Mambusao, which was formerly, Tipic was so wide that the descendants of Datu Monahan and Pedro Vosera again suggested to the Missionaries that a new town be established in the east. They went down the Mambusao River and selected the place for the town site. This was a plain near the creek ruled by Datu Cayongyong Mahinay, a powerful datu ruling near his region as Datu "Sixma" because of the recurrent illness of cold, which caused him always blow his nose. The town was established in this region with Datu Cayongyong Mahinay, as the executive datu of the town. This new town was called Sigma from the word "Sixma".
It was agreed among the datus of the nearby regions that the new town should comprise the regions from Halawig stream going north to the mountains of Nasocawon and the regions ruled by Datu Bayhonan. (This region now comprises the barrios of Oyong, Matangcong, Sitio Sinandigan and Acbo). ( this includes the present barrios of Mianay and Parian). Since the missinary priest wanted to establish another towns on the banks of Panay River in the east of the region of the new founded town of Sigma, the eastern bounderies of Sigma was moved eastward to the western banks of Balucuan Creek thence going soputh to Angb to the present barrioios of Angub to Matinabus and to the mountians known as Papa Odling .
To establish the locatin of the poblacion, a temporary chapel was built by the people on a low hill near Sigma Creek and PAnasoan near the residence of Datu Cayongyong Mahinay but was later transferred to another low hill nearby where the present Catholic Church now Stands.
The poblacion was then laid out outlining the streets and the plaza in 1813. the first Parish Priest assigned to this new town was Fr. Santo Urbano . the poblacion was enlarged with the growth of the community as many inhabitants began to build their homes in the poblacion.
